Regional readiness map
Fourteen indicators, six domains, eight partner states. Change what the region says it values and watch the ranking rearrange itself. That argument, held once and settled, is the whole point of a shared scorecard.
Task to test. You chair the Sectoral Council. Decide the weighting the region will use, then name the two states that most need support and the single indicator you would fund first.

How the index is built
- Each indicator is rescaled to 0–100 against a fixed floor and ceiling, so a score means the same thing every year.
- Indicators where less is better, such as the pupil–teacher ratio, are inverted.
- A domain score is the mean of its indicators.
- The composite is the weighted mean of the six domains.
The known flaw. A mean hides a zero. A state can look mid-table while failing one indicator completely. The distance-to-target view exists to expose that.
