SELution

Learning through play, made regional.

A play-based programme that delivers four connected strands: social and emotional learning, foundational literacy and numeracy, and computational thinking that begins fully unplugged and grows into robotics. One teacher-training pathway, one measurement spine. Designed for low-resource East African classrooms and built directly on the priorities set at the 2nd EAC Regional Education Conference.

1. The opportunity

The 2nd EAC Regional Education Conference put foundational learning (FLN), social and emotional learning (SEL) and parental engagement at the centre of the regional agenda, and repeatedly named play as the pedagogy that delivers them. That consensus exists across at least four partner states. What does not exist is a concrete, comparable programme that carries it into classrooms.

SELution fills that gap. It is not a new policy priority to argue for; it is a delivery vehicle for priorities ministries have already adopted. The institutional context, the councils, frameworks and data systems this would sit under, is documented separately in the regional systems brief.

2. What SELution is

Four strands

Play is the method

Every strand runs on one cycle: goal, game, roles, reflect, record. Each session has a clear learning target, a game with a rule, a role for every child, a short reflection, and a record the teacher completes in about ten seconds. That shared cycle is what makes four strands behave as one programme, and the record is the raw material for measurement.

Unplugged coding is the on-ramp: a full curriculum of computational thinking runs on cards and chalk, so every school can start and no school is blocked by hardware. Robotics is the next step for a District/County cluster that is ready, not a barrier to entry. A school can also begin with SEL and foundational learning alone and add the others later.

3. Alignment to regional commitments

StrandCommitment it delivers
SELConference emphasis on social and emotional learning and learner wellbeing.
Literacy & numeracyFLN as the headline conference priority and national foundational-learning targets.
Unplugged codingDigital-skills and 21st-century-competency commitments delivered from Grade 1 with no devices or power. The computational-thinking foundation every robotics programme needs.
RoboticsSTEM and innovation goals, reached by extending a computational-thinking skill pupils already hold from the unplugged strand.
PlayRepeated conference call for playful, child-centred, activity-based pedagogy.
Parent roleParental-engagement commitment: take-home play prompts and a termly community showcase in every strand.

4. The pilot model

Unit
One District/County cluster, 8 to 15 schools.
Duration
One to two school terms, with baseline and endline assessment.
Delivered by
An implementing partner working inside the existing school system, not a parallel structure.
Teacher input
2 to 3 days of hands-on training, then fortnightly coaching visits.
Materials
Bottle caps, cards, chalk grids, recycled parts, one shared robotics kit per cluster.
Measurement
Per-child records roll up to a cluster dashboard; endline repeats the baseline.
Cost driver
Teacher coaching. Materials are deliberately cheap so spend concentrates on the part that changes outcomes.

Sequence: cluster and baseline → train teachers → run strands → engage parents → measure and report → joint decision on scale against a pre-agreed evidence threshold.

5. Impact projection, in figures

SELution has no pilot data yet. The figures below are a projection, built from Care for Education’s published Six Bricks programme in South Africa (run with the Department of Basic Education, UNICEF and the LEGO Foundation) and its demonstrated ratios.

One District/County cluster, one year

1District/County cluster
8 to 15primary schools
~70lower-primary teachers trained via the cascade
~2,500children in structured play every week
~6Six Bricks per child; 1 robotics kit per cluster

What the method has already delivered (Care for Education, South Africa)

27,500+foundation-phase teachers trained
~4,000schools
~950,000children reached
15+countries running Six Bricks, incl. Kenya, Tanzania, Uganda, Ethiopia
58+active Six Bricks facilitators

If a pilot clears its threshold and scales

Eight EAC partner states, three District/County clusters each, over three years.

~290primary schools
~1,700teachers trained
~60,000children in structured play
8partner states, one shared model and record

Assumptions, from Care for Education’s South Africa programme: about 35 children per trained teacher, and about 6 lower-primary teachers per school. SELution cluster and scale numbers are illustrative, not commitments; a pilot’s real baseline and endline set the model.

SELution is an independent regional initiative developed after the 2nd EAC Regional Education Conference. It is not an EAC programme or publication. Partner names and country references describe early-stage conversations, not confirmed commitments. This note is a draft for discussion and will change as partners shape it.
